Currently he is the Director of the Office of Stakeholder Engagement, Communication and International Relations at the Financial Services Commission. Prior to this he was the Chief Executive Officer of the Guyana based Organisation of Caribbean Utility Regulators (OOCUR). He has held Senior positions with the National Water Commission and the Office of Utilities Regulation.
David has a Master’s in Business Administration and is a Certified Regulation Specialist. He is also a Fulbright Alumni, having been selected as a Hubert Humphrey Fellow (University of Washington, Seattle) where he pursued studies in Micro Economic Policy Analysis.
He has extensive cross-cultural and international experience in Strategic Management, Project Management, Marketing, Public Relations, Regulatory Affairs and Customer Service. He has also worked with several media houses as a News Editor and presenter including the RJRGleaner Group, where he previously served as a Director for Television Jamaica, RETV and JNN.
