On behalf of the Financial Services Commission (\"FSC\"), permit me to start by expressing my heartfelt congratulations to CARTAC on this innovative and well needed programme.  The launching of a Financial Literacy Programme and website for the Caribbean signals an additional approach to regulatory protection and a drive towards engaging actions through education programmes which will contribute to the protection of investors.
